It's a row counter. It's a bit stiff to start with but then loosens up.
I've been looking for one of these without success for a while, so delighted to finally find one. It's helping me keep track of where I'm up to without having to constantly count roes.

this is just right for patterns that nee a lot of row counting
works very well. have an antique row counter which fits any size needle, but the numbers have worn off. first time I realised you needed different size row counters for different size needles.
Fits needles very well. Makes counting rows much easier than having to write them down.
